EMS Implementer Manual The Sierra Services, Inc. EMS Implementer Manual software application has been designed around one main objective: To assist facility personnel in effectively and efficiently designing, implementing and managing their environmental management system (EMS).
Sierra Services has captured their experience, gained in over 100 successful ISO 14001 registration projects, in an easy to operate system loaded with features to greatly ease your EMS implementation burden. The Implementer Software will guide facility personnel in the development of an EMS manual that is constructed around the framework established in the ISO 14001 specifications. The manual includes the following features:
ISO 14001 core procedures and supporting forms ready for customization by plant personnel. For those facilities with multiple sites, the core procedures can be first reviewed and customized by divisional or corporate personnel prior to the system being distributed to individual site locations. These procedures include:
Identification of environmental aspects, including an environmental impact evaluation matrix with an integrated scoring system,
Legal and other requirements,
Objectives and targets and environmental management programs,
Structure and responsibility,
Training, awareness and competence, including training material & attendance sheets
Communication,

Nonconformance and corrective and preventive action

The Aspects evaluation matrix incorporates a systematic approach for evaluating significance in-line with ISO 14004. This matrix provides a simple process of evaluating the significance of environmental aspects, with a scoring system that eliminates a great deal of the subjectivity in the process. The significance evaluation parameters can be easily modified to account for site specific critical issues. The aspect's matrix provides direction and access to related procedures, work instructions and objectives and targets through established hyperlinks.
As each of the components of the EMS (eg. the core procedures, the environmental policy, operational controls, significant aspects, etc.) are customized by your Implementation Team, they are stored in selected folders within your server and automatically linked to your local area network (if applicable). As this occurs, all of the components of your EMS become available to select plant personnel for review and training purposes.
The above characteristic results in a dynamic document control process in which the most current versions of all EMS items are maintained and controlled by the coordinator on your LAN. This can even include general records and copies of internal e-mails. The EMS documentation is accessible to interested parties through a number of avenues. First, is through a hyperlink established as part of the master list of documents on the Web site home page. Second, through hyperlinks established in the reference section of all procedures. Third, through hyperlinks in the environmental aspects matrix. And fourth, through hyperlinks in the EMS manual descriptions of core elements.
A complete EMS Implementation Schedule, which details 58 recommended activities that should be followed in order to complete implementation within a facility’s prescribed time frame. This includes the following:
Suggested timing sequence on when to start and when to complete most steps within the implementation model. This includes: conducting EMS training for all levels within the organization; performing a GAP analysis or the pre-assessment; reviewing capabilities of the system; conducting internal audits; and conducting management review.
Estimates on the amount of time normally required to complete each task.
The time to complete individual project tasks can be modified in consideration of site specific priorities or implementation dead lines.

Internal Auditor Tool Kit and Procedures - The Implementer Manual contains many components to aid the facility in developing a new program and/or improving their current EMS internal auditing programs. These components adhere to the guidance provided in ISO 14010, and ISO 14011. In addition to the core procedure, the manual contains the Internal Auditor Tool Kit. This kit contains the following:
An extensive (47 page) auditor checklist that provides direction to the auditor in evaluating each component of an EMS as required by ISO 14001. This direction includes:
Specific details on the relevant clauses of the ISO 14001 specifications.
Recommendations on questions to ask and areas to review for determining conformance with the standard.
Space to record audit observations and objective evidence identified during the assessment.
The checklist is designed in Microsoft Word, which provides an easy format for the audit coordinator to modify and expand the current list of inquiries to include site specific EMS issues and ‘planned arrangements’.
The checklist is integrated into the auditing program and can be easily accessed through a click of a button.
The auditing program will assist the EMS audit coordinator in managing the nonconformance and corrective actions. This program has several components that allow the coordinator to keep easy to complete forms that contain various required fields, which help drive the effectiveness of the program and assure that the proper information is being recorded by the audit team.
The flexible nature of this system allows for the integration of the health and safety and the quality management programs into one Electronic based system. As many companies are now finding out, there is a great deal of overlap in the activities/data from these different management programs.
